Registration, Evaluation, Authorization and Restriction of Chemicals; Chemicals Registration, Assessment, Licensing and Restriction. This is the EU regulation on the preventive management of all chemicals entering its market, which was formally implemented on 1 June 2007.

The EU Regulation on Registration, Assessment, Licensing and Restriction of Chemicals (REACH Regulation) was fully implemented on June 1, 2007. REACH is a set of unified chemical management regulations involving about 30,000 chemicals. Its main contents are as follows:

1. All "existing" or "new" chemicals with an annual production or import of more than one ton are registered

2, strengthen the circulation of information in the supply chain through the safety data sheet (SDS).

3. Evaluate some of the registered substances.

4, the use of SVHC and the market must be licensed.

5. Restrictions on substances that are not accepted.

6, establish the chemical Administration (ECHA) to manage the whole system.


REACH covers almost all products exported to the European Union (except food, drugs and pesticides). In response to the requirements of REACH regulations, all parts of the supply chain have to undertake corresponding obligations:

1. Chemical suppliers: deliver chemical information and provide SDS

2. Raw material suppliers: collect chemical information, pass chemical information, check whether there is SVHC.

3. Non-EU Goods Manufacturers: Collect Chemicals Information, Deliver Chemicals Information, Pre-register According to Requirements, Notify the Existence of SVHC

4. Brand vendors: pre-registration, collection/notification of the presence of SVHC, SDS collection for preparation, notification calculation, certification of due diligence

5. Retailers: pre-registration, collection/notification of SVHC, SDS collection, preparation, notification calculation, certification of due diligence as required


According to the 57 chapter of the European Union's REACH Ordinance, SVHC is:

1. Carcinogenic, mutagenic and toxic to reproduction.

2. Persistence, bioaccumulation and toxicity.

3. High persistence and high bioaccumulation.

4. Substances that have the same effect (eg endocrine disruptors)

So far, it has been listed as 53 candidate species of SVHC.

In October 2008, ECHA released the first batch of 15 lists of highly concerned substances.

In January 2010, second batches of 15 highly concerned substances were released.

In June 2010, third batches of 8 highly concerned substances were released.

The fourth batch was announced in December 2010.

The fifth batch was announced in June 2011.

On July 20, 2011, the ECHA proposed six substances for inclusion in the SVHC and is expected to be listed in the Sixth Batch soon.

Member States believe that more and more substances will be added to the list of substances of high concern (currently 53 items).
